Fotografo y musico y ilustrador ucraniano nacido en Kiev bajo el nombre "Jacob Ovcharov in Voroshilovka" cuya familia emigró a Philadelphia, Pennsylvania en el año 1923.
Su primera camara la compró en Europa al serle otorgada una beca de viaje.
En 1941 viaja a Puerto Rico para realizar un trabajo para la "Farm Security Administration"  y decide quedarse a vivir en el pais. Puerto Rico conforma un giro radical a su vida. A partir de ahí se pone a trabajar para la "División de la Comunidad del Departamento de Educación Pública" que realiza peliculas y compone para ellas. Dirigió la pelicula "Los peloteros" sobre los niños pobres y su amor por el Beisball, siendo uno de los grandes clasicos del cine Portoriqueño hoy dia.
Compuso desde canciones hasta ballet y edito e ilustró numerosos libros.
Su partitura para la película "Desde las nubes" demuestra un uso temprano de las técnicas electrónicas.

In 1941 he traveled to Puerto Rico to perform work for the "Farm Security Administration" and decides to stay in the country. Puerto Rico constitutes a radical change in his life. From there it goes to work for "the Community Division of the Department of Public Education" that makes films and composed for them. He directed the movie "The players" on poor children and their love of baseball, one of the great classics of cinema today Porto Rican.
Composed from songs to ballet and edited and illustrated numerous books.
His score for the film "From the clouds" shows an early use of electronic techniques.
